Hi I would like to know how to stain maple veneer
core plywood so as to avoid a blotchy finish.

Is there a pretreatment or would I be better using a gel stain? If gel is better does Circa 1850 have gel stains?

Maple (whether solid or veneer) is very difficult to stain. It is very dense so stains do not penetrate well, and there is really no 3-dimensional grain definition.
The best solution is to either use a gel stain or better yet, a gelled varnish stain (such as Circa 1850 Stain'n Varnish)
